Well, duhhh. Why so surprised? it’s a goddamn’ election year, isn’t it? That’s your classic Clinton strategy: ignore your base throughout your entire term until it’s time for re-election, when you throw ‘em a bone and tell ‘em “don’t say I never did nuthin’ for ya”.
